According to the New Richmond Historical Society, Frank Chapman was a young attorney who came to New Richmond after the Civil War. He was admitted to the state bar in 1873 and became New Richmond’s first attorney in 1878. He took on Frank Fuller as a partner in his practice in early 1880’s. When Chapman died in 1884, Fuller and William F. McNally became co-partners in the firm, creating Fuller and McNally. They practiced together until about 1886 when Fuller left the firm. Sometime in the late 1800’s Miles P. McNally joined Frank’s practice.
